EBS Unable to connect JDeveloper with Oracle EBS Database 19c pdb

 Make sure below entries added to listener.ora file:

 

USE_SID_AS_SERVICE_LISTENER = ON

USE_SID_AS_SERVICE_<DCBNAME> = ON
